what software do i need to install on vista to go ahead and practice pl/sql programming? will i need to install oracle database seperately along with an oracle 10g sever ? do they come in combined or are they 2 different softwares?

To start, you could install Oracle 10g XE. It is a free version of a 'normal' 10g version, with some limited use (eg: no jvm, max size), but you will not be hampered by those if you want it to learn and practice pl/sql.
