This command (cfo r) is executed as part of Data Guard client failover setup.
I get the following error.

$ cfo r
CFO : OCI Error: ORA-01031: insufficient privileges

Can anyone help determining why I get this error?

Most likely the command is being invoked by some Operating System user who is different from the owner of the Oracle software.

I am runnig this command as OS user "Oracle".

Hmmm..... don't know what to tell you.
Nothing is returned on Metalink for "CFO".
& it is not documented here
