cannot conect at port 115 to implement standard RFC913 [message #179396]

hello,
i m working on linux. i m implementing "Simple File Transfer Protocol" using RFC913 standard. in this standard the connection is to be established on port number 115. but every time i try it it gives the message "connection refused" ( error no. 111)
if i make connection with some other port(greater than 3000) then it works properly.
Can anyone help me in this case. why is this happening?
its urgent for me.

this question do not have any connection with oracle, i just posted it to get some answer , bcause at many times my problems have been solved through this site.
