i would like to know how to create and start a listener..

because i'm having trouble logging in.. there is a TNS error or sometimes the error is no listener..

please tell me the step by step instruction. because this is my first time to install oracle 9i developer suite..

... did you install a database ??
See the docs how to install and configure it.
