Oracle 10G no longer supports Windows 98.
These are the supported Windows OS Supported:
■ Windows 2000 with service pack 1 or higher. All editions,
including Terminal Services and Microsoft Windows 2000
MultiLanguage Edition (MLE), are supported.
■ Windows Server 2003 - all editions
■ Windows XP Professional
Windows NT is not supported.
Windows Multilingual User Interface Pack is supported on Windows
XP Professional and Windows Server 2003.

WOW!
For your first post you decide to respond to a post that is almost 3 years old.
I'm sure that the OP has been waiting for your response all these many months.

Where do I find the .rsp file and what to I change the FROM_LOCATION to?
Thanks!
Hi Guys,
At last i have found the solution. I too faced the same error while installing Oracle Patch.
I didn't change anything in .rsp file.
The error occurs because Oracle Setup zip is extracted using the extract option by right clicking the setup folder.
Instead of that use "unzip" command to extract the Setup Zip file. This trick worked for me..
Just give a try and let me know.
Thanks & Regards,
Srinivas.
