If you are looking for software to assist when doing migration, you can check http://www.AgileInfoSoftware.com

If you are looking for Guideline, Oracle 9i has migration Guide.

You can also check this out:

Migrating an application from Oracle 7.3 to 9i is a challenge.

You're going to have issues at the client level as well as the server. For example, Oracle doesn't certify the D2K versions that worked against 7.3 against 9i.

If you're interested in help please feel free to contact me - we do this kind of project.
