that worked nicely but on the server with the database,
but on client there is no LSNRCTL command. ??

there is no listener in the client side.
listener (and lsnrctl) are only in the server side.
from the client u need Just to connect to the server.
Edit your tnsnames.ora manually or using net8 config asst.
