" Tracing not turned on" SQLNET.ora [message #618967]

Hello Experts,

I am trying to enable Tracing through sqlnet.ora, below are the parameters that i set;

DIAG_ADR_ENABLED=OFF
TRACE_DIRECTORY_CLIENT=/prd/dvp/ora/tmp
TRACE_LEVEL_CLIENT=16
TRACE_UNIQUE_CLIENT=on

But the tracing is not enabled.

Below is the error show in sqlnet.log

Fatal NI connect error 12650, connecting to:
 (LOCAL=NO)

  VERSION INFORMATION:
        TNS for Linux: Version 11.2.0.3.0 - Production
        Oracle Bequeath NT Protocol Adapter for Linux: Version 11.2.0.3.0 - Production
        TCP/IP NT Protocol Adapter for Linux: Version 11.2.0.3.0 - Production
  Time: 17-JUL-2014 07:42:53
  Tracing not turned on.
  Tns error struct:
    ns main err code: 12650
    TNS-12650: No common encryption or data integrity algorithm
    ns secondary err code: 0
    nt main err code: 0
    nt secondary err code: 0
    nt OS err code: 0

what am in missing here? please let me know

The tracefiles were getting generated;

what could be the reason for the error in sqlnet.log, also alert log was flooded with below error;

opiodr aborting process unknown ospid (5880) as a result of ORA-609

ORA-00609: could not attach to incoming connection
 *Cause:  Oracle process could not answer incoming connection
 *Action: If the situation described in the next error on the stack
         can be corrected, do so; otherwise contact Oracle Support.
