Hi,

Can somebody explain the process of creating standby database control file in primary database using below command.

ALTER DATABASE CREATE STANDBY CONTROLFILE AS 'D:\oracle\oradata\stby\control_sb01.ctl';

What is unclear?
You create a standby control file to be able to create a standby database.

If you don't use the primary DB to make the standby control file, what do you use?
What is viable alternative to make the control file?

Because before creating a standby database you have no control file of this standby database and the purpose of standby database is... (third tiùe) to be able to create this standby database.
Do you understand what you read and write: "Note: This step is part of create standby database"?
