You may be using oracle8i with partition and object option.

Could you check your pre_page_sga init.ora parameter. If this is false, then put it true and restart database. because with false, oracle sga memory allocates as per demand not as per all init.ora parameter. I am not sure this is permanent, but as per analysis i am replying this.
