Went through the documentation, set the init.ora parameters (query_rewrite_integrity=trusted, query_rewrite_enabled=true, and compatible=8.1.0.0.0). tried to create the function based index and am getting ora-00432 - feature not enabled. can't figure out what else needs to be done. am on 8.1.7.

any ideas?

You have probably Oracle Standard Edition installed.
For function based indexes you need Enterprise Edition.
