Is there a difference between the first set of commands
and the second? If so, can somebody give a scenario when each
should be used?

Typically, I just use the first set?

CONFIGURE RETENTION POLICY TO RECOVERY WINDOW OF 30 DAYS;
DELETE NOPROMPT OBSOLETE;

and

CROSSCHECK ARCHIVELOG ALL completed before 'sysdate -30';
DELETE NOPROMPT OBSOLETE;

First one refers to ALL backups, second to archive logs only?

My question was not specific enough, I was referring to retention.
