ORA-12709: error while loading create database character set
 *Cause: Internal error
 *Action:

Is there any other error?
Is there anything in alert.log?
Is there any trace file?

Regards
Michel

failover to manual upgrade? dbua can be tricky (like "found file x, will stop").

I (almost) never had any problem with dbua when configuration is correct (juts in 9.0 but this can be count out as this was the worst version Oracle ever delivered).

Quote:
No Alert file generated

The alert.log ALWAYS exists. It is created the first you start the instance as your database already exists the alert.log too.
