Are you a DBA? If not, ask your DBA. In proper database setup users can read tnsnames but can't edit it. Only DBAs can.

i tried notepad, i cant open.

And I can.

Don't you think that "I can't" does not help us to know why "you can't". Maybe you didn't power on your PC. Am I right?

Regards
Michel

There are so many reasons you can't, if you don't tell us in which wat you can't we can't help you.

i cant open with notepad. is that the answer you want.

What about: I ran Notepad editor, chose File - Open from its top menu, navigated to "C:\oracle\mydb\NETWORK\ADMIN" folder, changed the file filter to "All Documents (*.*)", chose "tnsnames.ora" file, clicked on Open button. Then my computer crashed with blue screen of death

Which description of the problem seems more descriptive (so easier to find anything wrong from it) to you?

[Edit: corrected English in the first paragraph]
