If it is urgent call Oracle support, do not rely on a forum.

1/ Check Listener service status for windows

2/ Try to start listener (as per listener.ora)

The listner in Windows services is shown as running.

What do you mean by : Try to start listener (as per listener.ora)
I've started the listener from the windows commad prompt.

What changed?

Software does not spontaneously break.

Do multiple ORCALE_HOME folders exist on this system?

Please read the OraFAQ Forum Guide before posting.

Don't attach any files in this thread.

As per Mr BlackSwan,

set ORACLE_SID=<<SID NAME>>

set ORACLE_HOME=C:\oracle\817

Try to start listener
