I think the biggest advantage of putting a function in a package is that other code that invokes the function does not get invalidated when the package body is changed, which is more common than changing the spec. Also, along with being able to group like functionality. Plus the things the other responder mentioned.

Bottom line: go for packages; you'll be happier.
