ORA-25292: Buffer operations are not supported on the queue
*Cause: Buffer operations are not supported on the specified queue type
*Action: Buffered operations are only supported on to 8.1 style
queues, which do not have transaction grouping.

Check how you declare the queues.
Is Streams between 9.2.0.1.0 and 10.2.0.1.0 supported?

Regards
Michel
