If you start with Oracle maybe you should:
- use a software that is from this century, at least 10.2
- read the documentation:
http://www.oracle.com/pls/db102/portal.portal_db?selected=1
http://www.oracle.com/pls/db102/portal.portal_db?selected=9

First learn, then you have the steps.
Can't give you the steps before you have the basics.

You have to first the "starter" book.
And you have to start with a current version.
